UN Secretary General: "This is a beacon of hope, opportunity and relief"

Negotiations in Istanbul have continued since mid-July.
Ukraine signed a separate agreement with Turkey and the UN and committed to them. Russia signed a mirror contract with Turkey and the UN.
In the presence of Turkish President Recep Erdogan and UN Secretary General António Guterres, the document was signed on behalf of Ukraine by Minister of Infrastructure Alexander Kubrakov, and on behalf of Turkey by Minister of Defense Hulusi Akar. The second agreement with the Turkish defense minister was signed by Russian defense minister Sergei Shoigu.
During the press conference, UN Secretary General António Guterres announced the unblocking of three Ukrainian ports - Odesa, Chernomorsk and Yuzhny. "This agreement will help avoid the collapse of food shortages for millions of people around the world. It is a beacon of hope, opportunity and relief," UN Secretary-General Antonio Guterres said. He announced the formation of a joint coordination center that will control grain transportation.
According to Alexander Kubrakov, it is about unblocking three ports - "Odessa", "Chernomorsk" and "Yuzhny". "It is from them that we will start exporting food by sea in the coming weeks," he wrote on Facebook.
A joint coordination center will be created under the auspices of the UN, which should include representatives of Turkey, Ukraine, the UN and Russia, who have provided guarantees for the safe movement of ships from Ukrainian ports. In order to comply with the agreements, Turkey will create inspection groups from representatives of all parties that will ensure the inspection of cargo and personnel going to or leaving Ukrainian ports. The inspection will take place exclusively in harbors, at the entrance and exit of the Turkish Straits.
"The joint inspection will protect our ports from the entry of "Trojan horses" under the guise of civil courts. I emphasize once again that the activities and control in the Ukrainian ports of Odesa, Chernomorsk and Yuzhny will be carried out under the authority and responsibility of Ukraine. That is, the control over Ukrainian ports remains completely the Ukrainian side," the minister said.
The movement of any other vessels, except those that should ensure the export of grain and food products related to it, is not foreseen. The document will be valid for 120 days from the date of signing and may be extended for the same period if one of the parties does not notify of the intention to terminate its validity.
