The UN Security Council on Friday failed to adopt a draft resolution on Ukraine.
The draft resolution proposed by the US and Albania was rejected because it was vetoed by Russia, a permanent member of the Security Council. A draft resolution shall not be adopted if one of the permanent members of the Security Council votes against it.
For the draft resolution, in which the UN Security Council calls for an immediate cessation of hostilities in Ukraine, 11 member countries voted, three, including China and India, abstained. The draft resolution was sponsored by the United States and Albania.
The draft resolution proposed Russia's immediate renunciation of the use of force against Ukraine, as well as against any state of the United Nations. According to the draft, Russia must immediately, in full and without any conditions, withdraw all its military forces beyond the borders of Ukraine.
In addition, the text of the resolution spoke of the regret of the UN Security Council about the decision of the Russian Federation to recognize the independence of "certain regions of the Donetsk and Lugansk regions of Ukraine."
According to the draft, the UN Security Council urged the parties to adhere to the Minsk agreements concluded earlier and work constructively in the relevant international formats, including the Normandy and trilateral contact groups.
Justifying the position of Beijing, the Permanent Representative of China to the UN Zhang Jun, in particular, stated:
China is deeply concerned about the latest developments regarding the situation in Ukraine, which have now reached a point that we did not want to see, China always forms its position based on the essence of what is happening.
China supports the settlement of the situation around Ukraine through negotiations, and believes that the sovereignty and territorial integrity of states, including Ukraine, must always be respected.
Over the past week, the Security Council held two emergency meetings, all parties detailed their positions and concerns regarding the current situation, the complexity of which obliges the UN Security Council to respond. At the same time, this answer must be reasonable. All actions should be aimed at defusing the crisis, and not at adding fuel to the fire.
China argues that the security of one country cannot be achieved by violating the security of other countries, and regional security cannot be strengthened by strengthening alliances. Against the backdrop of five successive rounds of NATO enlargement, Russia's legitimate security concerns must be taken into account.
The problem of Ukraine did not arise today. Ukraine should become a bridge between East and West, and not an outpost of confrontation between major powers. We strongly urge all relevant parties to exercise maximum restraint, to defuse tensions, and to prevent civilian casualties. A final settlement in Ukraine requires abandoning the Cold War mentality, taking into account the legitimate concerns of all countries and conducting negotiations in order to build an equal, safe space and security mechanisms in Europe.
China calls on the parties to return to the path of diplomatic settlement, show political will, make political decisions, engage in dialogue and consultations for a comprehensive settlement of the issue of Ukraine.
