President Biden Issues Executive Order on Safe, Secure and Trustworthy Artificial Intelligence

The order builds on previous actions, including work that led to voluntary commitments by 15 leading companies to ensure safe, secure and trustworthy development of artificial intelligence.
The Executive Order directs the following actions:

  • Require developers of the world's most powerful artificial intelligence systems to share safety testing results and other critical information with the US government. Companies developing any underlying model that poses a serious risk to national security, national economic security, or national public health and safety must notify the federal government when training the model and must share the results of all safety tests. These measures will ensure the safety and reliability of AI systems before companies make them public.
  • Develop standards, tools and tests that help ensure the safety and reliability of artificial intelligence systems. The National Institute of Standards and Technology will set strict standards for rigorous testing of AI to ensure safety before public launch. The Department of Homeland Security will apply these standards to critical infrastructure sectors and create an AI Security Council. The Departments of Energy and Homeland Security will also address threats from artificial intelligence systems to critical infrastructure, as well as chemical, biological, radiological, nuclear and cybersecurity risks. Taken together, these are the most significant actions ever taken by any government to advance the field of AI safety.
  • Protect citizens from AI-powered fraud and deception by establishing standards for detecting AI-generated content and authenticating official content. Federal agencies will use these tools to ensure Americans can trust the messages they receive from their government and set an example for the private sector and governments around the world.
  • Develop a cutting-edge cybersecurity program to develop artificial intelligence tools to find and fix vulnerabilities in mission-critical software, building on the Biden Administration's ongoing AI Cyber Challenge program. Together, these efforts will leverage the potentially revolutionary cyber capabilities of AI to make software and networks more secure.
  • Order the development of a National Security Memorandum outlining future actions on artificial intelligence and security, to be developed by the National Security Council and the White House Chief of Staff. This document will ensure that the U.S. military and intelligence community uses AI safely, ethically, and effectively in its missions, and will guide efforts to counter the military use of AI by adversaries.
