Premier Li Qiang of the State Council signed a State Council Regulation on the Implementation of the Export Control Regulations for Dual-Use Items, which will take effect on December 1, 2024.
Dual-use items refer to goods, technologies, and services that can be used for both civilian and military purposes or that can contribute to enhancing military capabilities, in particular for the design, development, production, or use of weapons of mass destruction and their delivery systems.
Supporting a comprehensive approach to national security, the regulations, consisting of six chapters and 50 articles, abolish the existing registration system for dual-use exporters, while strengthening the transparency and regulation of dual-use export control policies. The regulations also include detailed measures on license management, control list, and supervision of dual-use export control, including the designation of the final recipient of such goods.
