Russian President Vladimir Putin made a public statement on Wednesday that Russia may use nuclear weapons if it is attacked by conventional missiles, and that Moscow will consider any attack on it supported by a nuclear power to be a joint attack. "It is proposed that aggression against Russia by any non-nuclear state, but with the participation or support of a nuclear state, be considered as a joint attack on the Russian Federation," Putin said.
Based on the statements made, the changes were a response to the rapidly changing global situation, which has given rise to new threats and risks for Russia. "The conditions for Russia's transition to the use of nuclear weapons are also clearly stated," Moscow will consider such a step if it detects the beginning of a massive launch of missiles, aircraft or drones against it.
Russia reserves the right to use nuclear weapons if it or its ally Belarus become the target of aggression, including with the use of conventional weapons.
