In particular, speaking in the US Senate, Rubio said: “After World War II, the United States took it upon itself, as then-Secretary of State Acheson put it, to create a ‘free half of the world’ out of chaos.

In the decades that followed, the global order it created brought us many benefits. American incomes grew, communities prospered. Alliances formed in the Indo-Pacific and Europe that brought stability, democracy, and prosperity, and prevented a catastrophic Third World War. Ultimately, the Berlin Wall came down, and with it the ‘evil empire’.

But out of the triumphalism that followed the end of the long Cold War, there emerged a bipartisan belief that the ‘end of history’ had arrived (a phrase from Francis Fukuyama’s 1992 book The End of History and the Last Man).

All the countries of the world, it was believed, would become part of a democratic community led by the West. That a foreign policy based on national interests could be replaced by a policy designed to uphold a “liberal world order.” And that all of humanity should shed its national identities, becoming “one human family” and “citizens of the world.”

But this was not just a fantasy; it was a dangerous delusion.

In America and many other advanced economies, a religious commitment to free and unfettered trade at the expense of national economies has shrunk the middle class, left the working class in crisis, destroyed industrial capacity, and handed over critical supply chains to rivals and enemies.

An irrational enthusiasm for maximum freedom of movement of people has led to an unprecedented mass migration crisis in America and around the world that threatens the stability of societies and governments.

While America has too often continued to prioritize the “global order” at the expense of our core national interests, other countries have continued to act as they always have and always will act, based on what they believe to be their own interests.”
